India’s Unified Payments Interface (UPI) has entered a new phase. From October 15, 2026, certain UPI payments made to merchants above ₹2,000 will attract a Merchant Discount Rate (MDR) of 0.4%. However, the headline “UPI charges above ₹2,000” needs an important clarification: ordinary consumers will not be directly charged a UPI transaction fee, and person-to-person (P2P) transfers remain free regardless of the amount.

The new framework primarily changes the cost structure for eligible merchant payments, rather than introducing a blanket fee on everyone using UPI.

What Is Changing in UPI Payments?

The National Payments Corporation of India (NPCI) has introduced an MDR framework for selected person-to-merchant (P2M) UPI transactions.

Under the new framework:

• P2P UPI payments remain free, regardless of the amount.

Will Customers Have to Pay More?

No direct UPI transaction fee is being imposed on consumers under this framework.

Not every eligible transaction above ₹2,000 follows the standard 0.4% MDR.

Certain categories have a flat ₹5 MDR instead. These include specified transactions involving areas such as:

Why Is the ₹2,000 Threshold Important?

The ₹2,000 threshold is designed to protect the overwhelming majority of everyday UPI merchant transactions.

UPI is frequently used for small purchases such as:

• Groceries
• Local shopping
• Auto-rickshaw and taxi payments
• Small services
• Everyday retail purchases

According to NPCI-related data cited by the Economic Times, the average merchant payment was around ₹577 in August 2026, while transactions up to ₹2,000 account for more than 95% of P2M transaction volume.

Therefore, most routine UPI transactions are expected to remain outside the new MDR.

Does This Mean UPI Is No Longer Free?

The answer depends on what you mean by “free.”

If you mean customers being charged a transaction fee for using UPI, the new framework does not introduce such a blanket consumer charge.

If you mean whether every UPI transaction remains completely free for the entire payment ecosystem, that is changing for specified merchant transactions above ₹2,000.
